故事发生在虚构的日本第二首都——2015年的东京都立川市，在高科技的应用下智能手机和社交网络已经成为和人们不可分割的一部分。不过在城市中出现了麻烦与骚乱的未知存在“MESS”，而主角一行则是作为解决此事的“Gatchaman”，利用特殊的笔记本“NOTE”将灵魂的特殊能力实体化为铠甲，并利用这种力量介入事件，维护城市的和平。但同时网络社交媒体“GALAX”也已经悄然对城市有所改变，而“GALAX”的一位名人“LOAD”并不认同“Gatchaman”为城市和带来的意义。通过“GALAX”，不同职业和身份的“GALAXER”——“GALAX”的用户可以各司其职的帮助周围的人，每当“GALAXER”遇到困难时，他们能受到软件自带的人工智能“X总裁”的指导，掌握紧急事件的状况、保持冷静并尝试通过自己和周围的人解决事态。“GALAX”称其为“更新”，GALAX的创立者想通过这个方式创立理想的横向社会 。
